This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae.
Duties
As a Senior Project Manager (Business Process Management), you will:
Lead the Business Process Management function by evaluating existing business processes. Determining and outlining business process improvements and coordinating business process improvement strategies with internal stakeholders. Oversee all aspects related to the implementation stages of business process improvement initiatives.
Lead the detailed coordination with the various Ginnie Mae Program Offices in order to provide timely information on Ginnie Mae's portfolio of projects, and the status for the accomplishment of project/program goals, including meeting with each Senior Vice President, Program/Project Managers, and Contractor PMO's in order to identify specific project management needs and develop and explore alternative solutions to enhancing existing processes.
Develop and present project proposals to business sponsors and oversight bodies. Understand stakeholder concerns and consequently, provide expertise in the review of project charters, technical solutions, schedules, and budgets.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-14, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Developing solutions to resolve program issues or changing requirements; AND
- Coordinating, supporting, and leading Project Management Office functions (i.e., Portfolio Analysis, Stakeholder Management, Enterprise Governance etc.); AND
- Providing technical assistance to program officials or Executives on a variety of Project Management Office related technical matters; AND
- Leading or managing a team of employees and monitoring their progress towards achieving project goals and objectives.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
