Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Leadership and Career Development, in Irving, Texas and Washington, District of Columbia.
This is a non-bargaining unit position.
Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. The actual salary range will be based on the applicable locality pay for the selected duty location.
Duties
As a Supervisory Misssion Support Specialist, at the full performance level you will perform the following duties:
Directs and overseas the execution of a 10-million-dollar budget, asset management, procurement, travel, facilities, and quality assurance programs.
Designs and administers planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions, while ensuring the implementation of national financial policies and integration with other DHS, ICE, and/or OLCD operational processes.
Provide strategic oversight of the Mission Support Unit within OLCD and develop extensive long range, multi-year projections for resources and staff consistent with the priorities of the directorate and agency.
Find and implement ways to eliminate or reduce significant bottlenecks and organizational barriers to production.
Manage recruitment and retention efforts for the field office area of responsibility and provide short and long-term personnel projections, identifies recruitment and retention gaps, and ensures accuracy of the field office table of organization.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:
Supervision of and responsibility in the following functional areas: Procurement, Budget and Financial Management, Qualitative Management Analysis, Human Resources, Organizational Design, Position Management, Equal Employment Opportunity, Logistics, Facilities, Official Travel and Asset Management.
Making decisions on budget, logistics, procurement, human capital, staffing, property, inventory, occupational safety and health, facilities, fleet, financial issues, challenges, and serves as the expert on mission support matters.
Possessing superior technical, interpersonal administrative and professional skills, in organizing and coordinating efforts to meet planning needs, unanticipated requirements, and priorities, and provide reports with alternatives and recommendations on policies.
Coordinating with senior leadership, managers, and external stakeholders related to budget and administrative functions.
