This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement (ORR), located in Atlanta, Georgia, Denver, Colorado, and San Francisco, California. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Duties

Providing management with advisory and consultative information based on in depth analyses of complex facts involving refugee program performance and planning. Serving as the refugee program team lead to the region, including oversight of state administered resettlement programs, outreach and engagement, technical assistance, and on-site monitoring. Developing and evaluating program performance results and data and portraying it in a context useful for management policy and planning processes. Utilizing the structure, functions, and objectives of the Division of Refugee Assistance and related programs and functions, to provide advice, analysis, guidance, consultation, and instruction to audiences at all levels. Analyzing and evaluating a wide variety of interrelated Refugee program requirements and performance information. Building partnerships with key stakeholders which may include other federal partners, consultants, technical experts, regional partners, local agencies, grant, recipients, refugees and ethnic organizations, local communities, and state and local governments. Working with key stakeholders outside the agency which may include consultants, technical experts, regional partners, grant recipients, refugees and ethnic organizations, local communities, state and local agencies and government. Performing frequent on-site monitoring or site visits of state administered refugee programs.

Qualifications

Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Evaluating Refugee program data, operational reports and/or program performance results. Working with newcomer populations, such as refugees or immigrants and understanding the landscape of services available to newcomers. Establishing and developing relationships with federal, state, and local partners; And Utilizing federal statutes, policies, or guidance as it pertains to refugee resettlement. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
