This position is located in the Learning Resource Service/Employee Education of the VA Nebraska Western Iowa HealthCare System (VANWIHCS). The incumbent will provide instructional support for the Health Care System's education and training programs. The incumbent is required to manage a wide range of highly specialized and complex technical duties which support the mission of VA NWIHCS including local and distance learning technologies.

Duties

Duties include but are not limited to: Independently performs work in the development of standardized courses for instructional training programs, participates substantially in coursework development or modification and develops complete courses in well-established areas of a subject matter field. Develops training programs based on adult learning principles and teaching methods Performs work involving modification (changes/updates) course materials and plans for specific audiences and teaching methods, which includes scheduling rooms or lecture sites, audiovisual equipment, speakers/trainers, and any other equipment needed. Produces complete, self-contained training products (courses, aids, methods, training plans, etc.) as required. Plans, promotes, markets, and develops educational programs and designs the program by analyzing the need for personnel, facilities, supplies, and materials. Provides guidance and advice on the implementation of educational programs and/or activities, and on the problems and issues encountered within those activities. Coordinates training needs and activities associated with the local, VISN and National Scholarship Program(s) and abides by set policy and consults with Senior Leadership on policy and program implementation and compliance status. Manages and monitors education fund control point package which supports education. Approving official and ensures that cardholders adhere to these procurement requirements. Incumbent must ensure that cardholders conduct or ensure required market research to initiate the procurement action utilizing the business targeted by the socioeconomic goal categories with special emphasis on veterans-owned small business, service-disabled veteran-owned small business, but also includes other small business, small, disadvantaged business, 8(a) businesses, woman-owned small businesses, and HUB-Zone businesses. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in areas related to instruction, coordination, administration, and employee talent development support functions; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; and working in the health care industry that required training or instructing others on a regular basis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Combination of Education and Experience: Computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. You will be rated on the following Competencies for this position: CommunicationsCustomer ServiceEducation and TrainingPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above ability, dexterity, or strength are required to perform the work. Works is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving an automobile, etc. Work is usually performed in offices, meeting rooms, or similar settings. The work areas are adequately lighted, heated, and ventilated. Work may involve occasional overnight travel including normal everyday risks and discomforts associated with auto, bus, air, and rail transportation.
