The Supervisory Education Specialist, Learning Resource Service position is located at the Omaha Division of the Nebraska Western Iowa Health Care System (NWI), a tertiary care complexity 1B Facility. The position is aligned to the Chief of Learning Resource Service.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major Duties: The Supervisory Education Specialist of Learning Resource possesses a thorough knowledge of all key business operations and processes, guiding regulations and authorities, resource management requirements, funding authorities, and performance management requirements for each educational program and section listed above. The Supervisory Education Specialist must synthesize information and guidance from a variety of sources including the national and local travel regulations, training and educational program tuition regulations, Attendance and Cost Estimation System regulations, and accreditation regulations to ensure compliance with program requirements and inform Medical Center leadership. Work involves identifying requirements for funding, staffing, space, privacy, and technology to support the programs and delivery of training initiatives to staff throughout the organization. The Supervisory Training Specialist must be aware of changing program requirements and timelines that might affect quantity or distribution of resources. The Supervisory Training Specialist is knowledgeable of data and reports related to Learning Resource operations and functions from multiple data systems including the national and local travel regulations, training and educational program tuition regulations, Attendance and Cost Estimation System (ACES) regulations, and accreditation and affiliate regulations to ensure compliance with program requirements to inform the Chief and Medical Center leadership. Provides oversight and guidance, program management and leadership to the business operations in the Learning Resource Service. This includes standardization of processes that produce predictable and desired outcomes, establishing quality performance measures, and managing productivity and efficiencies through analysis and action. The Supervisory Education Specialist supports the healthcare system by serving on numerous committees and councils and works collaboratively with service chiefs throughout the organization to identify educational needs, and communicates professionally with leadership, and other Program Offices on issues related to educational and employee development program needs. The Supervisory Training Specialist works collaboratively with their peers within the healthcare system and network, as well as customers in other networks, agencies and businesses. Responsible for assisting with development, implementation, integration, standardization and maintenance of the operations of the Learning Resource Service, as well as integrated strategic planning of the service with the long- term Health Care System (HCS) plans. The incumbent will provide leadership support and maintain an expert knowledge of VHA policies in all matters involving the Learning Resource Service and other associated programs. The Supervisory Education Specialist routinely creates executive reports and takes action to improve service to all customers. The Supervisory Training Specialist develops and updates dashboards and works with section chiefs to identify educational needs and address performance improvement efforts. Regularly compiles data and creates executive presentations displaying local data compared to VISN and national status. The Supervisory Training Specialist provides direct supervision to all training instructors and TMS staff. Work Schedule: The tour of duty for this position is typically Monday - Friday, 8:00 a.m.- 4:30 p.m. Additional information may be provided during the interview process. Telework: Ad-hoc. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Training Specialist. Examples of specialized experience would typically include, but are not limited to: providing leadership, guidance and evaluating employee performance, analyzing and identifying organizational development needs to determine learning objectives and deliver learning solutions; analyzing the effectiveness and impact of training programs/courses and making changes to trainings based on analysis; and utilizing software programs to complete education projects and create training videos, graphics, and guides. Specialized experience is further defined as experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis You will be rated on the following Competencies for this position: Administration and ManagementCustomer ServiceEducation and TrainingPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
