This position reports to facility Public Affairs officer and is responsible for the technical and editorial management of all VASLCHCS service-level phone trees and phone directory contact information on the VASLCHCS Internet and Intranet sites.

Duties

Duties and responsibilities include, but are not limited to, the following: Knowledge of new and emerging information technologies and/or industry trends. Review outdated phone trees and extensions; update and review phone directories and service contacts on the Internet and Intranet sites. Plan and organize time and workload, establish priorities, adapt to changing situations, and meet deadlines, and avoid backlogs. Manages multiple projects by planning and organizing activities for intranet/internet, social media, and all other communication projects. Ensures that each service is managing the correct routing, answering of incoming telephone calls from both internal and external customers, and the correct management of the voice mail system. Audit standard greeting on main hospital phone extension, as well as, the greetings, if any, for each service. Make sure options for the extension are clearly defined. Provides formal training to facility employees on the use of the phone system, appropriate email responses and voice mail systems. Prepares a large volume of correspondence from written draft and statistical data, editing material for spelling and working to eliminate grammatical errors, insure consistency of text, and compliance with VA format requirements. Assist in the completion and organization of required recruitment documents, coordinate and schedule interviews between interview panels and candidates, tracking of recruitment effort progress. Assists in validating all assigned time and attendance cards to include corrections and posting comp time. Provides instructional expertise for the general use of audio-visual equipment. Provides all necessary A/V support for educational activities and other events scheduled. Maintains Audio Visual equipment and makes or requests repairs as needed. Must have knowledge of qualitative and methods and techniques for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Preferred Experience: Incumbent is responsible for the technical and editorial management of all VASLCHCS service-level phone trees and phone directory contact information on the VASLCHCS Internet and Intranet sites. This includes auditing service-level phone tree main menus, extensions, and voicemails, and coordinating with individual service chiefs and IT to update outdated phone trees and extensions; reviewing phone directories and service contracts on the Internet, Intranet, and visitor guide to reflect current, accurate, and appropriate information. This involves a high degree of coordination with leadership, IT, facility Public Affairs Officer, VISN Creative task force and staff to facilitate utilization of phone trees and phone directories. The incumbent serves as the VASLCHCS phone tree liaison and Intranet and Internet phone directory manager. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; applying current intranet/internet technologies; experience in a variety of software applications necessary to create webpages, graphics, images, and multimedia presentations; knowledge of qualitative methods and techniques for the assessment and improvement of program effectiveness; time-keeping, email, training items, personal identity/verification and computer access. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) SHOULD BE PRESENT ON TRANSCRIPT(S). OR, Superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR, Education: Applicants may substitute education for the required experience.
