The Greater Los Angeles Healthcare System is hiring one (1) Administrative Officer (Supervisory) for Medicine Service.
Duties
The incumbent develops short and long-range policies and plans for the organization by coordinating the administrative management needs. Duties include but are not limited to the following:
Serve as the liaison with nursing, pharmacy, social work and case management.
Ensure the clinical grids are matched with physician labor mapping, and patient's access is appropriately managed in real time.
Ensure continuity of competency requirements for all full-time providers (i.e. medical privileges, ACLS, BLS. conscious sedation, and other specific credentials), FPPEs and OPPEs, and performance appraisals.
Ensure timely closure of clinic encounters and discharge summaries.
Ensure all trainees meet all VA requirements regarding competencies and provides ongoing policy trainings.
Serve on facility committees and management meetings with other agencies and program officials.
Develop, evaluate, and modify organizational structure and systems to achieve program goals.
Participate in the analysis and interpretation of workload and other data used in resource planning.
Comply with directives in preparing annual and cyclic planning documents.
Obtain and consolidate planning information from subordinate units.
Serve as liaison between GLA and VISN 22 and between GLA and VACO officials on performance improvement, access , and program reviews involving Medical Specialties such as the Emergency Department, etc.
Recommend controversial actions to remedy cortical problems.
Compiles final reports and evaluation efforts.
Initiate projects/studies, and provide key staff support to the service for a broad range of complex planning and budgetary issues related to the operations of a health care system.
Comply with all directives and special requirements in preparing annual and cyclic budget documents.
Monitor annual execution making necessary adjustments in execution or by reallocating resources.
Provides advice on all aspects of the assigned budget area.
Provide and develop internal policies and programs concerning operational clinical matters.
Monitor proper use of clinic grid and patient access.
Develop and maintain a system to ensure that complaints and inquiries are appropriately received and resolved.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-9 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing development and directing administrative functions of medical programs; personnel management; and maintaining an approved operating budget.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR possess LL.B. or J.D., if related.

Physical Requirements: The work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
