About the Position: Lead Contract Administrator position for Army Contracting Command - Aberdeen Proving Ground, Office of the Belvoir Division, located in Fort Belvoir, VA.
Duties
Serves as a Senior Contract Administrator with Contracting Warrant Authority.
Responsible for post award contract close out functions to include clearing unliquidated obligations (ULOs).
Oversees the reduction of Unliquidated Obligations to support Army goals and initiatives.
Evaluates adequacy of contractor’s business management systems in terms of Government contracting requirements.
Ensures appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests.
Administers long-term, contracts and assist in awards for procurement of extensive, highly specialized new or innovative research in accordance with Regulations.
Leads a team of Contract Specialist responsible for post-award contract close-out.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Professional certification in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Business travel required up to 25% of the time.
- The incumbent must obtain and maintain a Contracting Warrant (dollar amount to be determined by supervisor) with signature authority IAW the Army Contracting Officer Warranting Program policy.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
NH-03-Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Resolves and executes contract audit recommendations in a timely manner, while fully protecting the Governments' interest; 2) Plans and conducts post-award conferences to ensure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations in contract provisions; 3),Coordinates with responsible officials to obtain funding, waivers, certifications and approvals that are lacking; and 4) Prepares reports and maintains records of work accomplishments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
