Duties

..(Cont'd from Summary) It includes exposing International Military Students (IMS) and their dependents to cultural, educational, and social programs, tours, and activities that provides a balanced view of American society, our way or life, our commitment to democratic government and support of human rights. Prepares the Foreign Military Sales (FMS) budgets and control International Military Education and Training (IMET) and FMS funds. Coordinates the social sponsor program and arranges activities under the FSP. Position also processes, orients, and provides administrative assistance to international students training at Keesler AFB the United States SATP. Duties: Manages day-to-day aspect of the DoD Field Studies Program. Plans for in-processing/out-processing international military students and prepares their personnel and training records. Plans, manages and executes the Field Studies Programs budget. Manages the American Members of International Goodwill to Others (AMIGO) sponsorship program. Counsels students and advises them on training and cultural programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of the rules, policies and procedures governing the Security Assistance Training Program (SATP) and the Field Studies Program (FSP). Ability to competently and independently carry out continuing cultural, educational, and social programs, tours, and activities for International Military Students (IMS) and their dependents; (2) Knowledge and understanding of the individual elements of the DoD FSP to include methods and processes, the varied needs and cultural differences of the IMS, which knowledge enables the employee to plan and conduct an enhanced variety of activities, tours, and functions to support the program; (3) Knowledge of the analytical and evaluative methods and procedures and skill in evaluating program operations; (4) Knowledge and skill in utilizing standard military protocol guidelines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of directives, policies and procedures governing the Security Assistance Training Program (SATP) and the Field Studies Program (FSP). Ability to competently and independently carry out continuing cultural, educational, and social programs, tours, and activities for International Military Students (IMS) and their dependents. Skill in the application and utilization of such knowledge in planning and carrying out the FSP in order to achieve required objectives as well as serve the needs of the IMS and their dependents. 2. Knowledge and skill in utilizing standard military protocol guidelines and ability to manage and direct groups of volunteers, international students, and federal employees. 3. Ability to communicate effectively both orally and in writing and knowledge/skill of word processing, database, spreadsheets, presentation/publishing software to gather, analyze and organize facts and events to respond to various audiences, with diverse backgrounds and language abilities. 4. Skill in conducting interviews to establish nature and extent of concerns/issues, provide assistance in developing goals and plans, and/or determine appropriate referral services/options. 5. Knowledge of training resources, programs, principles and policies. 6. Skill to analyze program processes and results for effectiveness and cost efficiency and design, implement alternative methods to achieve desired public awareness and interaction between U.S. and international students. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
