As the Program Analyst for Mental Health Service Line (MHSL) for Ralph H. Johnson VAMC in Charleston, SC. The Incumbent is an active participant of the management team in service line operations. Primary functions of this position are to ensure appropriate processes are in place to support customer service/staff satisfaction programs, quality processes and productivity within MHSL.

Duties

Major Duties include but are not limited to: Responsible for developing tools and methods, manage existing tools and methods, collecting and analyzing results, interpreting results, and communicating results of all patient experience and customer feedback to clinical and administrative services within MHSL. Determines pertinent issues and collects relevant information from a variety of sources to advise management of the effectiveness of programs and operations. Reviews information and applies standard analytical techniques to assess program performance. Develops recommendations and proposals regarding findings and areas of improvement. Expertise in retrieval and interpretation of system information of data systems such as Press Ganey, SHEP, and V-Signals. The incumbent will have primary responsibility for the MHSL AES action plans, data management and follow-up. Responsible for working with clinical and administrative staff to develop and implement process improvements, produce and monitor action plans used to improve patient experience scores, and report patient experience scores, action plans, and outcomes to the MHSL Chief. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Decisions on what data to pull is often difficult because information about study topic is often conflicting or incomplete, cannot readily be obtained by direct means, or is otherwise difficult to document. Meets with program managers, team leaders, and service line staff in analyzing specific and general productivity trends to assure conclusions and management strategies are formulated from appropriate data. Designs the layout and presentation of raw data, and uses his/her knowledge of the Medical Center initiatives and top management preferences to assure information is presented in clear and concise manner, e.g., data table, comparison table, control, or Pareto chart, histogram, fishbone diagram, etc. Contacts are with persons outside the agency which may include consultants, contractors, or business executives in a moderately unstructured setting. Contacts may also include the head of the employing agency or program officials several managerial levels removed from the employee when such contacts occur on an ad-hoc basis. Provides the customer with consistent information according to established policies and procedures. Handles conflicts and problems associated with customers constructively and appropriately. The employee uses judgment in choosing, interpreting, or adapting available guidelines to specific issues or subjects studied. Subjects studied may be covered by a wide variety of administrative regulations and procedural guidelines. The employee must use judgment in researching regulations and in determining the relationship between guidelines and organizational efficiency, program effectiveness, or employee productivity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the following: methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems); applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; pertinent laws, regulations, policies and precedents which affect the use of program and related support resources; work processes, and administrative operations; conducting detailed analyses of program functions and work processes; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; identifies the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.(TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and 1 year of graduate level education. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required. You will be rated on the following Competencies for this position: Data Management Decision Making Oral Communication Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
