This Administrative Support Assistant position is located in the Social Work Service at the Jamaica Plains, MA VA campus. This position is full-time and 40 hours per week.

Duties

This position is located in the HUD/VASH Program of the Healthcare for Homeless Veterans Program based at the Boston VA Medical Center in Jamaica Plain, MA. The role of the incumbent will be to assist the HCHV Coordinator and HUD/VASH Program Manager to fulfill the outreach, clinical, research, and teaching missions of this complex service, with the principle objective of optimal utilization of staff, space, equipment, and operating funds. In exercising this responsibility, the employee utilizes a wide range of management skills and analytical techniques to address the immediate and future organizational needs of the program. Specific duties and responsibilities are as follows but are not limited too: Personnel Administration and Management Work: As the Administrative Assistant for the HUD/VASH Program, the incumbent provides administrative coordination for all HUD/VASH staff at 4 different sites (Jamaica Plain, Causeway Street, Brockton and Worcester). The incumbent in this position performs administrative work in all of the following areas: personnel management/administration; budgeting and financial management; planning; implementation, evaluation, and quality improvement of all aspects of the Program's ongoing administrative responsibilities; and planning, implementation, evaluation, and quality improvement of the Program's staff education program. The incumbent provides personnel management and administrative support to the HUD/VASH Program staff. He/she acts as a liaison with the human resources office, coordinates personnel actions, maintains personnel related records such as performance ratings, positions descriptions, awards, etc., provides human records such as on performance rating, and performs related functions. He/she provides personnel management and administration for the organization with varied functions and activities. He/she directs the personnel management program for the organization, performing, or overseeing of the full range of human resources requirements. Incumbent analyzes and makes recommendations for best utilization of personnel resources; maintains personnel files, ensuring that they are in accordance with agency policy; and maintains current file of positions descriptions and performance plans. Incumbent drafts and processes all personnel actions, tracks them through the various administrative levels of the institution and confirms effective dates. Incumbent communicates, interprets and advises on federal and agency personnel policies, regulations and procedures. Budgeting/Financial Management: The incumbent oversees compliance with budgetary management for the HUD/VASH Program. Incumbent participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Administrative Management : Incumbent assists in the overall administrative management of the HUD/VASH Program. Incumbent advises management and staff in the interpretation and application of administrative procedures. Incumbent performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration. correspondence control, liaison on special projects. Work Schedule: 8:00am-4:30pm Compressed/Flexible: Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: One year of experience administratively working in a complex section aligned with human resource and administrative needs One year of experience working with veterans Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify based on your experience and/or education as described below: Specialized Experience Preferred: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations of the program and the organization. Preferred Experience: Knowledge of HUD/VASH Program Knowledge of recurring and nonrecurring reports prepared by the Service Knowledge of policies and procedures involved in maintaining budget records of all reports Knowledge of policies and procedures involved in projecting expected costs and justifying expenditures for proper administration of funds assigned to the program (i.e. , medical travel, administrative travel and work study). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position require mobility within the medical center. Ability to adjust to changes in procedure, work pressures, and deadlines is required. Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
