Duties
This Supervisory Financial Specialist position is located Enterprise Support / Operations Management / Budget & Financial Operations, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Manages and oversees all aspects of program office financial resources which span the budget formulation and execution cycles ranging from financial processing to the development and implementation of highly complex budgetary projections tools geared toward achieving strategic goals.
Serves as the program office and TSA principal point of contact on budget and financial management policies and projections with authority to recommend positions, prepare and approve major reports and develop briefings.
Establishes budgetary practices, procedures, and processes. Evaluates and make recommendations on funding requests. Monitors and evaluates organizational financial performance.
Gathers and evaluates budgetary requirements from all assigned programs. Develops and presents recommendations and, makes decisions regarding appropriate funding levels. Allocates funding and monitors usage of funding. Provides assistance with the development of portions of President's budget.
Ensures funding allocations are not exceeded by reviewing sufficient funds in the available appropriation. Determines the distribution of funds within an allocation including ensuring compliance and activity funding levels and certifying funds.
Performs a full range of supervisory/managerial duties, assigning tasks and responsibilities, evaluating work and performance, coaching and developing employees, approving leave and taking or approving corrective/disciplinary actions.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Applying budgetary/financial policies, practices and procedures to ensure operations adhere to financial standards; and
Providing advisory services to TSA leadership including recommendations governing the application and allocation of funds; and
Providing leadership to personnel supporting financial management activities (i.e., assigning work, setting work priorities, and reviewing work performance).
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
