THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC, Position Description Number PDT5910700 and is part of the MA ARNG HRO, National Guard. Duties
Performs routine personnel management functions in assigned areas. Responds to requests for information. Performs limited research and analysis of applicable laws, regulations, policies, and prepares summaries and recommendations for action. Performs designated segments of more complex personnel assignments of higher-graded specialists.
Performs assigned personnel management duties for a specified functional or organizational area in the following specialized disciplines:
Recruitment and Placement: Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Assists in planning and administering the merit promotion and recruitment/placement program, evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy fills to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement plan. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks background information and reports from references; checks security requirements; initiates select/non-select letters, etc. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies.
Human Resource Development: Assist employees, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training. Provides guidance to supervisors in planning job-related career development activities for employees. Advises employees on self-development activities and explains eligibility requirements and regulatory requirements. Ensures that local course opportunities and resources are fully publicized. Assist in updating the state training plan. Monitors on-the-job training of employees by reviewing training reports submitted by supervisors and trainees. Conducts continuing analysis and evaluation of training program. Ensures employees and supervisors complete training evaluations. Provides advice on employee training issues related to program requirements. Answers inquiries about available training, and clarifies eligibility requirement and application procedures. Assists employees in the completion of training requests through an automated system.
Performs other duties as assigned.

Qualifications
AREA OF CONSIDERATION: Open only to onboard Federal Employees/Technicians of the Massachusetts Army National Guard.
SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is experience that prepared the applicant to perform the duties of the position. Must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
- Master's or equivalent graduate degree, or
- 2 full years of progressively higher level graduate education leading to such a degree, or
- LL.B. or J.D., if related
