This position is located in the one of the Divisions in the Office of the Deputy Administrator, Rural Business-Cooperative Service (RBCS), Rural Development (RD),U.S. Department of Agriculture (USDA).

Duties
Plans, organizes, and oversees the activities of the Division.
Develops goals and objectives that integrate organizational and functional area objectives.
Plans work to be accomplished by the staff and ensures that work is completed in accordance with established priorities.
Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
Makes decisions on work problems presented by subordinate supervisors.
Establishes metric and analysis systems for the Division to assess efficiency.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
For the GS-15: Applicants must have 1 year of specialized experience equivalent to at least the GS-14; or its non-Federal equivalent that demonstrates: Knowledge of laws, practices and principles related to business trends/advances in real estate and commercial lending principles, practices, market and values, credit risk factors, and lending principles for guaranteed and direct loan programs; develops and implements operating plans; supervisory experience managing a geographically dispersed staff, and experience conducting program reviews of field office administration of business loan programs; oral presentation skills and experience explaining program specifics to large audiences; experience in drafting and editing position papers, regulations and technical assistance directives.
