About the Position: This position is located at Letterkenny Army Depot in Chambersburg, Pennsylvania, with the Directorate of Resource Management (DRM).
Duties
Analyze the use of appropriated funds and manpower resources for the Army Working Capital Fund (AWCF).
Manage the monthly budget execution and reports relating to projected workload, manpower, operating and AWCF budgets.
Present program development, budget requirements, and budget execution plans to the Commander, staff officials and higher headquarters.
Review new and proposed regulations and guidances to determine the effect of the budget operations.
Supervise through a staff of budget/management analysts and purchasing agents, the funds and manpower required to carry out the depot mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security clearance.
- Business travel/temporary duty (TDY) may be required up to 10% of the time.
- Probationary period of one year may be required.
- One-year supervisory probation period may be required.
- Financial Disclosure OGE-450 required upon entering the position and annually.
- Financial Management Level 2 Certification required within a required time frame.
- Financial Management Level 3 Certification required within 2 years of hire.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes formulating and executing an organization's budget; submitting budget estimates (i.e. BES) to higher headquarters for approval; identifying and analyzing spending trends, obligations, expenditures, and reimbursements; reviewing execution timelines; providing financial advisory recommendations in accordance with budget policies and regulations; and performing a wide range of personnel management duties (such as work distribution and training). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
