About the Position: This position is located in the Resource Management Budget and Manpower Division Budget Branch at Letterkenny Army Depot.

Duties

Analyze the use of appropriated funds and manpower resources for the Army Working Capital Fund (AWCF). Prepare justification reports to support budget requests relating to projected workload, manpower, operating and AWCF budget. Review new and proposed regulations and guidance to determine the effect of the budget operations. Provide technical assistance on matters concerning budgetary policy, law and regulation relating to budget, workload, labor hours, and missions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires certification in DoD Financial Management Level 2 within a required timeframe.
  • Must be willing to accept a Temporary appointment.

Qualifications

1) Position may be filled as a temporary promotion or temporary reassignment NTE 1 YEAR by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. (2) Position may be filled as a temporary appointment NTE 1 YEAR if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes assisting with formulating an organization's budget relating to a working capital funding; analyzing spending trends on funds and mission workload; reviewing organization's budget through automated systems such as Logistics Modernization Program; and providing financial advisory recommendations in accordance with budget policies and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification & PresentationFinancial Management AnalysisFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
