THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST (TITLE 5), Position Description Number T5199000 and is part of the FL USPFO, National Guard.

Duties

As a, Management Analyst, GS-0343-09, you will review organizational information (i.e., TDA organization and function manual), previous audit and inspection reports, applicable Department of Army (DA) or United States Air Force (USAF) regulations, and activity mission statements to identify tentative sub-objectives or "firm" objectives based on the role of the audit assignment. Perform management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity. Prepare audit lead sheets to identify potential weaknesses in internal controls. Conduct troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.

• Selectee must be Financial Manager Level 2 qualified within 2 years of employment.
• Incumbent must possess or be able to acquire the appropriate level security clearance for this position.

AREA OF CONSIDERATION: AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements as a Management Analyst. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
