About the Position: OFFICE OF THE SECRETARY OF THE ARMY OFFICE CHIEF OF LEGISLATIVE LIAISON INVESTIGATIONS & LEGISLATIVE DIV WASHINGTON, D.C.

Duties

Coordinate and report on congressional actions, particularly congressional investigations and pending legislation. Perform staff work on legislative and executive branch initiatives, congressional correspondence, congressional hearings, Senate confirmations, congressional briefings, and internal communications. Liaise with the Office of the Secretary of Defense and Department of Defense entities, major commands, and congressional offices. Assist in managing the receipt, handling, tracking, and clearance of congressional testimony for the organization’s witnesses who appear before congressional committees. Maintain a database of all of the organization’s congressional testimony. Receive and process information for release to Congress in response to congressional requests for documents such as coordination with General counsel and the Office of the Judge Advocate General for legal review.

  • Must be able to obtain and maintain a Secret security clearance.

GS12 Specialized Experience: One year of specialized experience which includes conducting research to assist in developing legislative strategy; preparing legislative summaries on key bills, pending or proposed legislation; tracking Senate confirmations of pending Executive Branch nominations; and developing reports in response to specific congressional requests for information such as issues of congressional and/or legislative interest. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS 13 Specialized Experience: One year of specialized experience which includes providing expert-level advice and support to staff regarding a comparable organization's legislative actions; performing research and analysis on key bills, pending or proposed legislation, reports of interest and/or other congressional developments of interest to, or impacting, a Federal agency or a comparable organization; coordinating and preparing responses to requests for information and/or other queries from Congress on the behalf of a Federal Agency; including coordinating and preparing proposed resolution and public remarks; tracking and facilitating Senate confirmations of pending Executive Branch nominations; certifying that responses to congressional entities comply with specific formats such as content requirements, and procedures for submission; monitoring congressional testimonies of interest to a Federal agency and preparing summary correspondence for senior leaders; and providing administrative and technical guidance to a Federal Agency or a comparable organization on the applicable rules, policies, and procedures for congressional correspondence and responses to congressional requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
