This position is located within the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The primary purpose of this position is to ensure proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations.
Duties

Duties include, but are not limited to, the following:
Processes the full range of payroll actions in an automated system for employees appointed under different personnel systems, which have unique pay accounts
Audits and reconciles time and attendance records to assure accuracy of paid hours, premium pay, etc.
Researches and codes changes to employee's Master Record, including such items as Federal taxes, health insurance, uniform allowance, annual leave balances, sick leave balances, union dues, military leave, etc.
Performs work related to determining pay, maintaining payroll records, applying pay laws, regulations, agency policy, etc.
Works independently to resolve payroll issues that affect employees' pay and leave
Processes and withholds special pay entitlements such as final salary payments to beneficiaries of deceased employees or salary withholdings for alimony, child support, bankruptcy, and tax levies
Researches back pay claims
Computes interest payment entitlement
Researches the total government cost per employee for present and future budget estimates
Determines the completeness, accuracy, internal consistency and propriety of pay actions and ensures they are made in accordance with compensation and related pay scales, rules, regulations, and instructions
Processes the collection of debts due the U.S. Government
Distributes and balances workload among employees
Prepares training materials and trains new timekeepers
Responds to written and verbal inquiries from employees, supervisors, payroll offices of other agencies, timekeepers, etc.
Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies
Resolves simple, informal complaints of employees
Performs all other duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-7 grade level, applicants must meet the following:
Specialized Experience: You must have had at least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, experience must have been equivalent to at least the GS-06 grade level. Specialized experience includes performing a full range of payroll and timekeeping duties including applying pay and leave regulations for multiple schedule types and pay schedules; verifying accuracy of payroll and making adjustments and corrections as needed; calculating overtime/comp time, etc.; preparing time and attendance/payroll information for reporting purposes; tracing errors requiring extensive research of files and reports; utilizing automated pay systems; and working independently serving as a source of authority on pay issues.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work may require some physical effort. There is also a high level of stress due to demanding deadlines and the need for a high degree of accuracy.
