The Program Specialist (PACS Manager) supports the Picture Archiving and Communication System (PACS) operations and integrated speech recognition dictation system. Plans, installs, tests, and implements PACS elements, insures acceptable levels of system performance. Provides guidance and instruction in the day-to-day operations for Radiology PACS, Vista Imaging interface, and the radiology package in DHCP. Develops recommendations & proposals. Reports to Radiology Service, San Juan VAMC.
Duties
Duties include but are not limited to:
Researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system.
Determines pertinent issues and collects relevant information from a variety of sources.
Reviews information and applies standard analytical techniques.
Schedules downtime and/or implements workflow changes until problem are resolved.
Dedicated to the planning, developing, installation and operation of the PACS Imaging Network.
Provides instruction and guidance in daily operations of the Picture Archiving and Communication System (PACS) and speech recognition dictation system elements.
Instructs users in the operation of PACS network elements, the integration of these with related systems, and recommends
corresponding upgrades.
Serves as a liaison for OIT, Biomedical Service and clinical users to ensure the PACS system is configured to optimize Imaging including Nuclear Medicine and clinical operations as well as distribution capabilities.
Completes other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Selective Placement Factor: Experience in image management principals, image archiving, communications systems, DICOM, and image information management systems. Experience in computers, including hardware, interface issues, operating systems, ethernet, software applications, among others. Knowledge in Radiological Medical Terminology, imaging modalities and radiology workflow processes.
Minimum Qualification Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, installation and operation of the PACS Imaging Network. Perform a variety of duties related to digital image support issues. Conducts extensive research and compilation of data from diverse sources. Conducts analysis, and develops reports or presentations. Provides technical support for image transmission or resolution of display errors related to modalities, Vista interface, display workstations, and printers. Effects repairs, when possible, instructs users in proper operation or alternatives, initiates and coordinates repair requests. Performs daily support in PACS operations. Provides training to radiologists and technologists in proper and efficient use of imaging hardware and software. Reports all QA activities and the findings of such activities to PACS Administrator. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree. Or three full years of progressively higher level graduate education leading to such a degree. Or LL.M., related to position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: The work involves a normal amount of standing, walking, crouching and occasional carrying 10-20 pounds for a short distance and pushing an equipment cart. This position coordinates projects at two Divisions and occasional off-site locations.
The job requires visits to multiple services and units at San Juan VA Medical Center. The work requires keen and sustained attention span and stress management over long hours. There is frequent use of a computer, keyboard and display terminal.
