The primary purpose of this position, MANAGEMENT SUPPORT ANALYST GS-0301-7/11, is to provide expertise in analyzing processes to determine resolutions for problems and identify opportunities for improvements. This position has the primary duty of assisting managers in defining objectives and formulating strategies and actions to achieve improvement objectives.

Duties

Define objectives and formulate strategies and actions to assist branch managers to achieve improvement objectives on a wide variety of branch activities. Accomplish detailed studies of functional areas, process, and facilitate to form basis for input to various integrated long-range plans for the division and directorate, prepare staff studies, reports, and specific task analysis findings. Accomplish strategic planning for long-range accomplishment of improvement objectives. Conduct or participate in conferences and meetings to evaluate and establish policy and procedures and to resolve problems. Assess long-term mission objectives and workload variations to develop planning goals.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITION: This position is a developmental (GS-7 target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives and/or performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of a successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Examples of specialized experience includes: applying a knowledge of training program development to produce new training programs and evaluate existing programs for effectiveness in reaching organizational goals; and if these training programs are not reaching established goals, propose modifications to the program to achieve the desired goals. OR EDUCATION: Applicant must have a successfully completed master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Examples of specialized experience includes: extensive knowledge and the skill to identify and define the relationships and the interfaces of processes and analyzing them; and identify pulse points, determine most effective methods of collecting data, analyze findings, draw relevant conclusions, and devise feasible solutions/options. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to gather, analyze, and present data and supporting analysis in an organized manner. Knowledge of practical techniques of management analysis. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to access or locate information using a personnel computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
