This Environmental Protection Specialist position will be located at Zion National Park in Springdale, Utah. Duties

Duties will be developmental in nature when filled below the full performance level of GS-09. Major duties of the position include, but are not limited to, the following: Work with the Park's Compliance Coordinator to assist in the preparation, internal review, public involvement, and review process for assigned environmental compliance documents. This is a busy park with a wide range of projects that will require knowledge of natural and cultural resources. Review and monitor internal and external projects for compliance with Federal, state, and local laws, regulations, and policies. Apply a thorough understanding of the National Environmental Policy Act (NEPA) and its implementing regulations in order to adequately involve the public. Produce high quality, well written environmental compliance documentation that meets all legal, procedural, and technical requirements of NEPA, the Endangered Species Act (ESA), etc. Develop and maintain positive and effective working relationships with park staff and management, co-workers, project stakeholders, other federal agencies, and the public. Effectively communicate complex issues to a wide variety of audiences through constructive oral and written communications. Physical Demands: Work is primarily sedentary in an office environment, but also requires some physical exertion such as long periods of standing, walking over rough, uneven or rocky surfaces, recurring bending, crouching, stooping, stretching, reaching, or similar activities. Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences, and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust, and/or cold or hot and dry weather extremes.

To qualify for this position at the GS-07 grade level, you must possess the following qualifications: SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors).You must include hours per week worked for each job description. This experience includes activities such as: Monitoring new construction for compliance with environmental requirements; collecting data or performing basic background research; Assisting in collecting or organizing public or interdisciplinary input; and/or Assisting in the preparation of environmental analysis. -OR- EDUCATION: Successful completion of 1 year (18 semester/27quarter credits) of graduate level education DIRECTLY related to the position (archeology, anthropology, history, GIS, environmental science, biology, outdoor recreation planner). To qualify for this position at the GS-09 grade level, you must possess the following qualifications: SPECIAILIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).You must include hours per week worked for each job description. This experience includes activities such as: Determining and preparing necessary environmental analysis; Monitoring new construction and inspecting production documents; Reviewing field conditions, documents, and/or analyzing facts related to natural and/or cultural resources impacts; and/or Collecting and organizing public or interdisciplinary input. -OR- EDUCATION: Successful completion of a master's degree; or 2 years (36 semester/54 quarter credits) of progressively higher graduate-level education leading to such a degree DIRECTLY related to the position (i.e. archeology, anthropology, history, GIS, environmental science, biology, outdoor recreation planner); or LL.B. or J.D., if related. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above; then determine the amount of your graduate education in excess of the first year (18 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (NOTE: You must include transcripts). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and hours worked per week. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. You must include time worked in to-and-from, month and year format, as well as hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months (52 weeks) at 40 hours per week. Part-time hours are pro-rated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies" or "seasonal" or "summer" etc.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
