This Environmental Protection Specialist position is part of a team responsible for the rehabilitation of the South Campground at Zion National Park and will serve as the Project Compliance and Natural Resource Specialist.
This is a TERM position with an initial appointment expecting to last at least 13 months, but may be extended up to a total of 3 years.

Duties
The Incumbent will serve as an Environmental Protection Specialist in the Division of Resource Management and Research at Zion National Park. This position will be responsible for biological monitoring during the rehabilitation of South Campground. They will ensure that environmental conditions and mitigations are being met. If extended, later years may have primary focus on compliance for additional projects.
Major duties of the position include, but are not limited to, the following:
Work with the Park's Compliance Coordinator to assist in the preparation, internal review, public involvement, and review process for assigned environmental compliance documents. This is a busy park with a wide range of projects that will require knowledge of natural and cultural resources.
Review and monitor internal and external projects for compliance with Federal, state, and local laws, regulations, and policies.
Apply a thorough understanding of the National Environmental Policy Act (NEPA) and its implementing regulations in order to adequately involve the public.
Produce high quality, well written environmental compliance documentation that meets all legal, procedural, and technical requirements of NEPA, NHPS, ESA, etc.
Develop and maintain positive and effective working relationships with park staff and management, co-workers, project stakeholders, other federal agencies, and the public. Effectively communicate complex issues to a wide variety of audiences through constructive oral and written communications.
Physical Demands: Work is primarily sedentary in an office environment, but also requires some physical exertion such as long periods of standing, walking over rough, uneven or rocky surfaces, recurring bending, crouching, stooping, stretching, reaching, or similar activities.
Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences, and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust, and/or cold or hot and dry weather extremes.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess the following qualifications:
SPECIALIZED EXPERIENCE:
At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).You must include hours per week worked for each job description.
This specialized experience includes activities such as:
Determining and preparing necessary environmental analysis;
Monitoring new construction and inspecting production documents;
Reviewing field conditions, documents, and/or analyzing facts related to natural and/or cultural resources impacts; and/or
Collecting and organizing public or interdisciplinary input.

EDUCATION:
Successful completion of a master's degree; or 2 years (36 semester/54 quarter credits) of progressively higher graduate-level education leading to such a degree DIRECTLY related to the position (i.e. archeology, anthropology, history, GIS, environmental science, biology, outdoor recreation planner); or LL.B. or J.D., if related. COMBINATION:
Successful completion of a combination of education and experience as described above. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above; then determine the amount of your graduate education in excess of the first year (18 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (NOTE: You must include transcripts).

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
