The Office of Management and Budget's (OMB) Budget Review Division (BRD) has four branches and coordinates preparation of the President's Budget, monitors action on budget-related legislation, and supports budget execution throughout the year. Analysts in BAB apply financial, economic, statistical and other analytical skills to measure and project the costs of Federal programs, evaluate cost and other implications, and make recommendations.
Duties
As a Policy Analyst, GS, 0301, 9/11, your typical work assignments may include the following:
Provides advice and assistance on a diverse array of major policy issues, builds a supporting rationale and provides the analytic basis for major OMB and/or Presidential policy decisions. At this developmental level, areas of responsibility and/or issues assigned will be increasingly more complex and incumbent will perform with increasing independence.
Using relevant analytic methods and plans, conducts and completes (with other staff), special analyses and studies needed to support financial management, budget, legislative, and regulatory policymaking for major federal programs and issues.
Incumbent also analyzes program plans and operations and policy questions, and develops measures of the costs and effects of alternative policy choices. Develops and recommends options for action in relevant areas.
Conducts outreach, provides technical assistance, and engages with key stakeholders and partner organizations within OMB, Federal agencies, and external partners including state, local, tribal governments, nonprofits, universities, auditors, and congress.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year of specialized experience at the next lower grade level GS-07 in Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates:
1.) Applying analytical methods related to program evaluation and the analysis of policy issues to identify significant factors and alternative solutions.
2.) Assisting with qualitative and quantitative analysis of financial, fiscal and/or economic issues to make recommendations;
AND
3.) Drafting succinct written
products to describe and summarize analyses and recommendations.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education
leading to such a degree or Bachelor of Laws (LL.B.) or a Juris Doctor (J.D.), if related. Graduate level
education must demonstrate the competencies necessary to do the work of the position, examples of
qualifying fields include economics, public policy, political science or law is preferred, including but not
limited to, a focus on financial or banking policy, tax policy and administration, and/or public finance;

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year of specialized experience at the next lower grade level GS-09 in Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates: 1.) Experience working on public policy, public administration, economics, finance, or budgeting that provides a strong basis of understanding and evaluating the efficiency and effectiveness of Federal programs and policies.
2.) Initiating and performing objective qualitative and quantitative analyses of such programs and issues to inform decision making.
3.) Development of recommendations to higher-level decision makers;
AND
4.) Drafting and presenting succinct written products to describe and summarize complex analyses and recommendations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
