The primary purpose of this position, IT SPECIALIST (PLCYPLN) GS-2210-13, is to provide technical direction, system design and engineering, implementation, and maintenance consultation, serving as a program manager/monitor for detailed automated processing to enhance weapon system support and depot operations.

Duties

Perform a variety of technical leadership duties to assure the work of the organization is carried out to include serving as a technical expert/engineer with logistics expertise, provides technical direction, system design and engineering, implementation and maintenance consultation for detailed automated processing to enhance weapons system support and depot operations. Plan, coordinate, and accomplish assigned workload. Comply with directives, Regulations, processes, and other Guidance. Further Organizational Objectives through timely and efficient formal and informal communications with stakeholders. Ensure that all policies, instructions, and procedures have been followed in developing the programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Positions, to include Individual Occupational Requirement for Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes In depth knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and network infrastructure; policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans; skill in applying, business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way IT is applied to key business functions and ensuring compliance with all guidelines; Ability to develop and interpret IT policies and plans to assess impact of changed policy and emerging technology throughout the base enclave to ensure cybersecurity compliance and ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements in support of national defense. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge at an expert level of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT compliancy requirements 2. In Depth knowledge of customers' business processes and operations to assist them with information technology insertion and integration. 3. Knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to review IT polices and plans. 4. Knowledge at an expert level of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. 5. Skill in planning, organizing, and directing teams and in negotiating effectively with management to accept and implement recommendations involving substantial agency and DoD resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is primarily sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. WORK ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risk or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions such as places as research and production facilities.
