Please read entire the announcement The Supervisory Veterans Service Representative (Assistant Veterans Service Center Manager) shares in the responsibility of managing Veterans Service Center (VSC) division operations through a staff of personnel responsible for claims processing, providing information, advice and assistance on all types of VA benefits to veterans and their dependents and for providing outreach services to stakeholders.

Duties

Oversees the claims and appeals processing program by planning, organizing, coordinating, directing, and controlling the work of the division. Directs staffing, placement, assignment and training of division personnel to manage division workflow/productivity. Exercises final authority for the full range of Division's personnel actions (i.e., merit promotion, reassignment, details, etc.) Conducts long and short-range planning relating to prospective changes in functions, programs and comprehensive evaluation of goals, objectives and accomplishments. Manages budgetary matters for efficient and economical methods of production. Revises and develops work methods to support division priorities. Reviews written correspondence to individuals, Congressional, White House, or other special inquiries for approval. Monitors Equal Employment Opportunity & Diversity Inclusion policies to ensure guidance is enforced. Establishes and builds relationships with stakeholders to exchange or distribute information regarding agency programs or policies. Serves as technical advisor to Regional Office Director, other station personnel, other organizations and agencies and other VA personnel for the administration of Compensation and Pension programs. Consult with supervisors and union representatives/officials to discuss and resolve employee performance issues, complaints or grievances. Collaborates with station management and Division Chiefs in deciding on and/or coordinating work related changes affecting other units or divisions. Position Description/PD#: 37977A Relocation/Recruitment Incentives: Authorized; Relocation expenses and services (Permanent Change of Station - PCS) are authorized for this recruitment. PCS is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct based actions) and/or labor relations (e.g., grievance process or negotiations) practices. Supervisory/Managerial Abilities: Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates/teams and to maintain authoritative responsibility for directing and supervising the administrative work necessary to manage a successful Veterans Service Center. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mainly sedentary.
