Serves as the Service Area’s (SA) Test Equipment Program Coordinator (TEPC) in the Operations Engineering Support Group organization, and is considered the principal coordinator for the Service Area Test Equipment Program Requirements.

Duties

Serves as the focal point for replacement, calibration, quality assurance, disposition and issuance of waivers of test equipment. Provides supplemental guidance to the District Office Calibration Delivery Points, and System Support Centers (SSC’s), as necessary. Recommends and coordinates redistribution of test equipment within the Service Area to improve effectiveness and economy without compromising safety. Provides feedback regarding configuration management of test equipment recommended for purchase by the District Office. Communicates with field units on subject matters that include, but are not limited to, determining if a piece test equipment used in a legacy platform becomes obsolete or unsupportable. When there is a need for replacement test equipment, obtains approvals from the National Test Equipment Program (TEP) Manager before new or replacement equipment will be purchased, following the guidelines set forth in the Test Equipment Process and Procedure Guide.

Qualifications

There is no timeframe requirement at the Level III/FV-H to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band H/level III or FG/GS-12 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.DEMONSTRATED ABILITIES:Ability to complete complex assignments, with broad impact on NAS, without supervision.Advanced expertise on emerging technology systems or integration of automation systems.Expertise on legacy and newly developed NAS modernization systems, within a large facility, or multiple facilities.Ability to apply a comprehensive technical knowledge to protect the integrity of components and systems, which provide NAS services.Ability to focus on overall NAS systems performance and causes of system degradation.Ability to apply skill in resolving unique technical problems.Ability to be the primary technical point of contact for complex NAS systems with the knowledge and expertise to provide technical guidance and direction for multiple systems.Expertise as Contractor's Office Technical Representative (COTR)/Technical Office Representative (TOR) on major NAS projects or programs. Ability to work with high level representatives of outside organizations, including DOD, Airport Management, contractors, etc.Ability to collaborate with system users, planners, engineers, and vendors on installing or improving complex automation systems in the NAS.Ability to develop broad recommendations on enhancing the efficiency of NAS systems by modification and application of existing or emerging technology.You MUST provide a NARRATIVE statement for each Demonstrated Ability.
