About the Position: This is a Contractor Industrial Relations Specialist GS-1101-09 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa, Oklahoma.
Serve as an authorized representative and advisor of industrial labor related matters and labor relations for all internal and external customers supported and serviced by the Tulsa District with responsibility for the overall management and administration of the District's contractor industrial relations labor program.
Duties
Responsible to assure that correct and current labor provisions are contained in all construction contracts and in the purchase orders.
Work closely with Area, Resident, Project Office, and Office of Counsel Personnel to assure that required labor-related documentation is obtained and processed on a timely basis to preclude delay of partial and final contract payments.
Prepare a written application of wage determinations and/or wage schedules for each contract having more than one wage determination and/ or wage schedules of rates and furnishes this in final form for inclusion in solicitations.
Assist with special and full scale investigations of contractor labor complaints, disputes, and appeals involving application of or compliance with contract labor laws and regulations.
Responsible for a wide variety of office, and field duties related to the construction program of the District.

SPECIALIZED EXPERIENCE/EDUCATION:
I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes the following duties: 1). Monitoring, advising, assisting, AND 2). Instructing internal and external contractor customers industrial relations during all phases of the mission on labor programs to ensure they follow regulatory policies and procedures.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
