Duties

Serves as Branch Chief, Supervisory Contract Specialist. Exercises authority over acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract award and contract administration. Supervises employees engaged in pre-award and post-award contracting functions. Serves as warranted contracting officer with unlimited signature authority. Serves as an expert Contract Specialist with understanding and familiarity with the laws and regulations of the Federal Acquisition Regulation, Supplements, Labor laws, Small Business laws and requirements to apply to a variety of acquisitions. Works with other Acquisition Professionals in DLA Land and Maritime to execute change management, training, communications, business process reengineering, and operations for the Warren DLR contracting site. Collaborates with Division Chief, Acquisition Division Chief, Director, and senior management officials in developing responses, recommendations, policies and procedures to overcome procurement process and business management problems.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic DAWIA Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Processing interrelationships, performance critical data, and performance metrics for the Procurement process. Analyzing the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements. Applying analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area. Developing and implementing corrective actions for complex procurement process problems. Analyzing and making recommendation. Providing advice and guidance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
