Incumbent serves as the Administrative Officer (AO) for Radiation Oncology Service, directs and coordinates administrative, operational, and planning activities. The AO position is responsible for the administrative management of Radiation Oncology Service with final authority resting with the Chief, Radiation Oncology Service. Incumbent has primary administrative responsibility for planning, coordinating, and managing day to day administrative needs for Radiation Oncology Service.

Duties

Duties include: Personnel management, financial management, quality assurance, labor-management relations, program planning, ADP utilization, statistical reporting, and customer relations. Provides guidance & support to Radiation Oncology Service of planning, policy, outcome assessment, organizational analysis review, and evaluation of service operations. Coordinates, integrates, and monitors the functions of administrative services on matters affecting patient care. Coordinates and monitors financial and workload reports of specialized service programs in all matters other than direct patient care. The duties of the position require extensive interrelationships with the other Medical Center patient care services, Director's Office, Chief of Staff, Human Resources, Materiel Management, Fiscal, Facilities Management, Information Technology, and other support services Administers space and equipment programs. Incumbent is responsible for constant surveillance, evaluation, and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. Has the authority to plan for revised space assignments, and reviews orders to verify their need. Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, and regulations, as well as the viewpoint of the Chief, Radiation Oncology Service. Provides advice; composition of correspondence and furnishes information regarding Medical Center procedures, directives, and policies to services/programs that function under the supervision of Radiation Oncology, as requested. Maintains confidentiality. Administer the internal review, quality, & productivity initiatives for the organization. Establishes unique or complex quality and productivity programs. Incumbent develops interprets, applies, integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the services' quality assurance activities. Administrative management, responsibilities will include assessing patient satisfaction, quality management, stakeholders' affairs, budget control, utilization renew and short/long range planning. Manages all personnel actions, initiate and coordinate, all personnel actions and prepares Human Resources Responsible for submitting HR. Composes and reviews all position descriptions and the performance standards within the service for compliance with VA standards and will forward to the AO for Medicine Service for final review and submission as required by John D. Dingell VA. Maintains a current file of all position descriptions within the Service. Recommends incentive awards and/or disciplinary actions, protocols and procedures to the Chief, Radiation Oncology. Serves as Service Level Patient Advocate, investigating & resolving customer complaints at the service level, addressing Congressional and other inquiries. Responsible for all statistical workload reports for Radiation Oncology. Performs trend analyses and reports to proper medical center reporting mechanism. Completes other routine/special reports include analyzing, evaluating, advising, and coordinating administrative and clinical activities. gathers and analyzes budget. Produces all necessary documents related to various phases of budgeting within administrative requirements. Responsible for necessary documents for supplies and request for equipment. Prepares equipment packages in to the EER system, annual budget request to the AO Medicine Service. Manages procurement and contracting for Radiation Oncology Service. Including initiating procurement requests, preparing statements of work, participating in source selection process, serving as a COTR, and/or maintaining procurement and contracting records. Initiates and prepares contract requests to secure adequate resources to facilitate Radiation Oncology operations to include determining estimated contract costs, conducting market research and performing costs analysis for independent government estimates, providing documentation to support sole source contract requests, and communicating with contractors. Drafts/reviews contract requests and agreements to ensure personnel and administrative arrangements. Provides advice on contracts. Approves leave requests of staff in accordance with policies and procedures of the VA System. Work Schedule: Monday-Friday, 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes internal procedures regarding deadlines, progress reports and directives, Prepares, edits and archives all official correspondence requiring signature or approval, Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies, Advises supervisors/managers on budgetary and finance issues, Provides expert advice on procurement issues, Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval, Executes and monitors balances of fund control points, Monitors performance, suspense actions and ensures issues are resolved, Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice, and Prepares presentation materials related to financial, space, and equipment programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully earned a master's or equivalent degree OR completed two (2) full years of progressively higher level graduate education leading to such a degree as a substitution for specialized experience. This education must have been obtained in an accredited college or university. Transcripts (unofficial) are required at time of application. OR, Combination: You have equivalent combinations of successfully completed graduate education and specialized experience, as described above, that meets the requirements for this position. NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
