Duties
Serves as the Chief of the Administrative Division and administrative advisor to the U.S. Attorney for planning and managing the United States Attorney's Office resources. Typical duties include, but are not limited to:
Planning and managing a comprehensive administrative support program that includes the spectrum of administrative support services, e.g., budget, administration, personnel, space management, purchasing, information technology management, internal controls, mail, records, acquisitions, communication services and supplies.
Supervising a subordinate staff of administrative, technical and clerical personnel. Setting goals and priorities. Preparing schedules for completion of work.
Analyzing management issues for the District, developing short- and long-range plans to ensure office operations are conducted efficiently and effectively and meet mission requirements.
As a Designated Operating Plan district, exercising significant autonomy for short- and long-range budget administration. On behalf of the U.S. Attorney, serves as the primary financial manager for the District; responsible for budget formulation, presentation to EOUSA and execution.
Developing and managing a comprehensive district-level personnel program exercising final authority for personnel planning and management activities to meet the short- and long-range needs of the office.
Planning and providing for all management services and office support functions in the district which include printing, publications, automation, selection of furniture and equipment, property management and supplies.
Overseeing the purchasing program to ensure purchases are within delegated authority and comply with all associated policies, procedures and guidelines.
Managing the information technology program for the district ensuring employees have hardware and software needs to meet mission requirements.
Projecting and analyzing space needs based on proposed initiatives, staff changes and technology improvements. Designing office layouts, schedules alterations and repairs, overseeing building renovation and directing the relocation of personnel to new space.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-15: To be eligible at the GS-15 level, you must have ONE year of Specialized Experience equivalent to the GS-14 level in Federal Service. Specialized experience must have provided the applicant with the ability to 1) advise senior managers of an organization on the proper and efficient use of human, financial, technology, or physical resources to achieve organizational goals; 2) ensure accountability and internal controls for assigned programs; and 3) independently plan, analyze, manage, evaluate, and exercise delegated authorities (e.g. signature/approval authority) through subordinate supervisors or staff for two or more of the following administrative programs: financial management, human resources, information technology, and/or contracting/acquisitions.
Examples of qualifying experience include supervising two or more of the following:
Supervising budget planning, execution, and evaluation of an organization's operating budget
Supervising a Human Resources (HR) program that delivers the full range of HR services (e.g., staffing, classification, employee benefits, pay administration, performance management),
Supervising an Information Technology (IT) program that delivers systems management and administration, customer/user support, and application of new technology
Supervising an acquisitions or contracting function
