This position is located in the Office of Communications and Outreach (OCO) within the Writing Team, Department of Education (ED) in Washington, DC.  The Office of Communications and Outreach is responsible for overall leadership for the Department in its communications and outreach activities.  The Writing Team prepares remarks for the Secretary and other Principal Offices to convey information about the key policies, priorities and programs of the Department.

Requirements

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience writing and editing speeches, articles, talking points, and other written communications for a senior executive or equivalent. Experience in formulating and directing the implementation of policies, approaches and procedures to ensure publications (print and digital) are responsive to public needs.  Experience in supervising and conducting continuous assessments of team functions and processes to improve or simplify operations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). Ability to communicate to a variety of audiences authoritatively with confidence and persuasion.  Ability to write and edit material for a senior executive.  Ability to work independently and serves as expert in the communications field. Knowledge of personnel practices and techniques required to effectively lead a team. Ability to manage programs and projects including negotiation and facilitation skills to achieve goals.

Education

Education cannot be substituted for experience for this position and grade levels.
