The primary purpose of the position is to provide support for the VTP and reports directly to the Mobility Manager. It will be the general Supervisor of the Veterans Transportation Program (VTP), and Transportation Assistants. Responsible for the overall daily operation and of VTP and for assuring the service supports the demands of a quality health care environment.
Duties
Major duties include, but are not limited to:
Provides direct supervIsIon to a minimum of 11 employees: (2) Transportation Assistants GS-2102-6 (VTS Dispatcher), (8) Transportation Assistant GS-2102-5 (Beneficiary Travel Clerks), (1) Lead Patient Service Assistant GS-0303-7 (Health Administration-Travel) .
Provides daily supervision, guidance, overall planning, direction, and support for the VTP subordinate staff.
Establishes guidelines and performance expectations for staff, which are articulated and measurable through the formal employee performance management system.
Will provide training in the performance of all routine and individual assignments in the position.
Monitoring/assessment/resolution of operational and coordination problems, ability to manage stressful situations, ability to negotiate, interpersonal relations, special mode transportation contract monitoring and oversight, monitoring of VTS vehicle use, as well as training of staff and volunteers.
Must be familiar with timekeeping procedures, both manual and electronic, and pay regulations for Title 5 employees.
Will work to develop ingenuity and innovativeness to refine existing work methods and techniques for application to the analysis of specific issues or the resolution of problems.
Defines performance standards for subordinate staff. Establishes priorities, schedules deadlines for routing and unique work assignments, and monitors the quality of work performed.
Ensures unplanned, urgent, and emergent patient care situations are handled appropriately by both staff and community resources.
Analyze and advise on Beneficiary Travel and Special Mode Transportation that should use VTS passengers.
Work involves establishing criteria to measure or predict the attainment of workload or organizational goals and objectives.
Works closely with VTS Manager to effectively and efficiently oversee the Eastern Colorado VA Health Care System transportation budget, expenditures and obligations and analysis of the VTP budget, including critical budget areas and all Beneficiary Transportation program matters.
Work Schedule: Monday - Friday 08:00AM -04:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides daily supervision, guidance, direction and support to VTP subordinate staff; Establishes guidelines and performance expectations for staff; Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures; Collaborates with clinical staff for transportation needs; Monitoring and oversight of transportation contracts.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working extended hours on the computer.
