You will serve as a GENERAL ENGINEER in the SURFACE SHIP MODERNIZATION PROGRAM; SURFACE WARFARE DIRECTORATE of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as a General Engineer for an unprecedented major modernization of the Arleigh Burke Class Guided Missile Destroyer (DDG). You will lead the risk management program and innovation Integrated Product Team(s) under the direction of the Technical Director. You will work with a team of ship integration and test experts accountable for the detailed planning, execution, and test of a complete maintenance and modernization package that will deliver significant lethality improvements to the affected ships. You will be part of innovation teams charged with novel solutions for driving risk out of the program while finding options and opportunities to reduce duration of availabilities. You will assist in developing executable land-based test strategy that may also include a production test center in support of end-to-end system validation prior to installation. You will provide technical assessment of availability package development and execution, and will ensure the adequacy of ship installation drawings, work specifications, and work packages. You will lead design, alternatives, and installation analyses to support acquisition decisions and timelines for first time complex modernizations. You will assess total ship system performance (Hull, Mechanical, Electrical, Combat Systems, C4I Systems, etc.) and impacts for DDG Modernization. You will support requirements traceability and requirements analysis to ensure the DDG MOD 2.0 program meets objectives. You will review and brief recommendations and conclusions developed by the team which affect long-range program performance and strategies. You will communicate with internal and external stakeholders to address and resolve technical challenges. You will generate correspondences, technical plans, instructions, and directives necessary to ensure effective communications among all activities participating with assigned programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional engineer applying engineering practices, methods or techniques to improve planning, testing, or integration and control of ship maintenance, repair or modernization projects. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
