This is a Competitive Detail not-to-exceed one year. This is a temporary action that may be terminated at any time. This is a detail opportunity open to permanent civilian employees in the competitive service at Naval Service Warfare Center, Dahlgren Division. The selectee will be placed on a temporary detail not-to-exceed one year.
You will serve as a Contract Specialist in the Contracts Department of the Naval Surface Warfare Center, Dahlgren Division.
Duties
You will serve as a contract specialist responsible for all aspects of the contracting transactions from initiation of contract through contract administration involving specialized procurements.
You will perform detailed analysis to determine responsiveness and/or responsibility in formally advertised and negotiated acquisitions.
You will conduct cost and price studies and analysis to determine the reasonableness of material, labor hour estimates, hourly labor rates, G and A, and burden rates.
You will analyze proposed prices to verify existence of competition, conformance with current market trends, existing price lists, and prices paid for the same or similar items.
You will draft final contract including all special and standard clauses.
You will administer negotiated and formally advertised contracts including issuing change orders, providing for furnishing Government property, negotiating supplemental agreements, adjusting price/delivery schedules, implementing option clauses.
You will prepare pre-solicitation and solicitation documents.
You will analyze requirements to assist in development of meaningful and adequate statement of work and/or purchase descriptions in coordination with technical, legal, and patent personnel.
You will develop plans for negotiation strategy, coordinate strategy with the various members of the negotiation team, and evaluate bids or proposals for compliance with specifications and/or purchase descriptions and applicable clauses.

- Both agencies' management and HR must agree to reimbursement details. A Memorandum of Understanding (MOU) must be signed by the detailee and management.
- Must have received a Fully Successful or higher performance rating on last performance cycle.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
