About the Position: Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) located in Vicksburg, Mississippi.
Duties
Manage Materials Testing Center (MTC) database of laboratories, including customer accounts, validation processing, testing service agreement publishing, update of laboratory statuses, and other related functions.
Process MTC validation payments including collection of payments, verification of customer payment approval, processing of TSA packets, routing of TSA packets for approval, and other related functions.
Daily interaction with testing laboratories, both CONUS and OCONUS, to answer inquiries of validation status, issues with CAGE Codes, concerns of check payments, and inquiries on changing, modifying, or amending validation certificates.
Manage and oversite of credit card payment systems to allow the option to fund validation services thru www.pay.gov using credit card payments.
Perform reviews of AASHTO Resource Final Inspection reports and current accreditation statuses for laboratories utilizing their accreditations to obtain USACE Lab Validation.
Daily interaction with the MTC budget analyst to process payments and track approvals of payments thru the CEFMS financial system.
Daily interaction with the MTC budget analyst to assure the expenditure of MTC funds before expiration (lab validation funds are 1-year monies).
Develop cost estimates for lab inspections and audits, based on validation requests received from laboratories, and working with the MTC Director to finalize costs including travel, lodging, and per diem.
Converse with MTC IT personnel to provide feedback on issues with the database and processing of validation transactions.
Generate travel orders for MTC inspectors and the Director to perform inspections, site visits, training, and meetings in the execution of MTC mission requirements.
Provide government purchase card services to acquire goods and services for the MTC and other testing laboratories within the Concrete and Materials Branch (CMB)
Manage contract services for the Materials Testing Center (MTC) in the Concrete and Materials Branch (CMB)
Assist with planning and execution of ACI Workshops, which include both classroom and testing events, in various locations both CONUS and OCONUS.

In order to qualify, you must meet the education and/or general experience requirements described below. General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes manage oversite of business/purchase credit card program; generates travel orders; manage various data entries in multiple automated platforms; assist budget management in tracking request, approvals, and payments. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-01 (GS-04).

Education: Four year course of study leading to a bachelor's degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-02 (equivalent to GS-05-10) grade level. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
