National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.
Duties
The incumbent serves as CISA's point of contact for various academic conferences in the U.S. and abroad, seminars, workshops, and senior-level visits by key leading U.S. and international national security professionals. In this capacity, the Associate Dean, Outreach, Continuing Engagement, and Strategic Communications' duties and responsibilities are the following:
Alumni Relations and Outreach
Provides communication and strategic-level engagement opportunities for CISA leadership, graduates, and faculty with U.S. government agencies, other DoD PME institutions, Congress, the diplomatic community, media, and other organizations to advance the CISA mission.
Examines and assesses policy guidance to ascertain logical linkages and areas where CISA can incorporate and operationalize guidance into the CISA outreach and engagement programs adding value to USG security cooperation programs.
Develops and manages annual international alumni security seminars.
Provides operational oversight in matters related to engagement with international delegations, various key audiences including and other university elements.
Program Management
Sets the strategic direction for the CISA alumni program and helps to develop the annual plan for strategic-level mobile education engagements.
Leads the logistical execution of international, strategic-level mobile education engagements on irregular warfare for U.S. international partners in priority countries designated by OSD/SOLIC.
Ensures international education engagement is delivered effectively through on-the-ground after action assessments and follow-up with participants.
Organizes and provides leadership over the Chancellor's Lecture Series program, coordinating the invitation of senior leaders from government, the private sector, and the non-governmental sector to address students on topics relevant to the curriculum. Works closely with the Chancellor and Dean of Faculty in selecting speakers, sending invitations, and coordinating student attendance.
Develops and conducts the annual alumni survey.
Analyzes statistics and highlights trends from alumni feedback to make strategic recommendations on curriculum.
Strategic Communications
Develops and implements the CISA strategic communications program with responsibility for planning, designing, and executing plans and activities which inform and educate alumni and other stakeholders about CISA's vision, mission, goals, and programs.
Develops and publishes external CISA communications to include monthly newsletters, annual reports, brochures, website content, and manages social media content. The incumbent must make determinations on what information is suitable for public release and justify decisions for restricted classifications.
Ensures Chancellor Lecture Series (CLS) events are well publicized and that other colleges are invited to attend when possible so that the entire NDU campus can benefit from the experiences and perspectives of the invited speakers. When permitted, record CLS addresses for posting on social media platforms. Provide follow-on articles summarizing CLS events to NDU publications and social media, including the Sunday Skim e-mail newsletter.
Maintains CISA alumni database, updates career information, provides timely reports and requests for information.
Resource Management
Oversees budget planning, management, and execution for all international CISA mobile education engagement and alumni and network events.
Forecasts and develops alumni and international education program budget plans, validating spending priorities, and submits funding requests for approval.
Establishes financial deadlines and budgetary parameters for specific CISA programs and engagements to ensure availability of funds and timeliness for specific program execution.
Develops annual requests for NDU Foundation and Official Representational Funds (when appropriate) in support of mobile education events and other CISA engagements.
Supervisory Duties
Supervises staff to ensure successful execution of their responsibilities to include supporting events, travel arrangements, financial management, and event/program execution.
Responsible for planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of assignments. Develops performance standards and evaluates work performance of subordinates.
Provides advice, counseling, or instruction to employees on relative to both work and administrative matters. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Identifies developmental and training needs of employees.
Resolves complaints from employees, referring more serious unresolved complaints to a higher-level supervisor or manager.
Actively supports a variety of command programs.

- The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017.
- Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.
- The incumbent must be able to successfully obtain and maintain a Secret clearance.
- Occasional travel is required.
Qualifications
REQUIRED QUALIFICATIONS:
EDUCATION and KNOWLEDGE REQUIRED TO PERFORM THE POSITION
The Associate Dean, Outreach and Strategic Communications has a master's degree (or other equivalent terminal professional degree) in a relevant field.
Must demonstrate a strong understanding of issues related to irregular warfare, bilateral/ multilateral security cooperation, security studies, and international affairs.
Authoritative knowledge of CISA mission, goals, and objectives to develop, plan, schedule, and execute key outreach program functions.
Comprehensive knowledge of current CISA alumni outreach, engagement, and educational initiatives, activities, and events to guide new alumni network building activities to sustain and expand ongoing program participation.
Command of CISA alumni educational outreach and engagement activities and events to ensure consistency of effort and vision of outreach program functions in complex, multinational academic settings.
Comprehensive knowledge of current national defense and security policies, programs, and initiatives to develop logical linkages and areas where CISA can complement ongoing or planned DoD outreach efforts undertaken by USG and partner organizations throughout the globe.
Mastery of long-range, midterm, and short-term program planning in order to develop, prioritize, and schedule Outreach Program functions that most effectively reach and engage targeted audiences.
Excellent program management experience to present authoritative recommendations and conclusions based on analysis and evaluation of complex program functions, initiatives, and activities in such form and manner to facilitate decision-making.
Experience to effectively utilize internet based social media networks (i.e., Facebook, LinkedIn, Instagram, etc.) to promote and enhance CISA outreach program operations.
Exceptional ability to communicate effectively orally and in writing to provide clear, concise concepts and findings, comprehensive advice and guidance, as well as present detailed reports, and make suitable recommendations which promote the overall improvement of the economy, efficiency, and effectiveness of program operations.

Education Requirement: Master's degree is required.
