Responsible for providing facility management with widely diversified infrastructure and operational complexity characterized by multiple developed areas. This position manages a multi-faceted organization through the management of subordinate supervisory staff, multi-year/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring, visitor use and enjoyment as well as the protection of natural and cultural resources.

Duties

Program & Project Management: Performs as part of the Park Leadership Team under the Superintendent engaged in decision making on routine and complex actions both within the Facilities division and parkwide. Provides leadership in meeting park goals within Law, Agency Policy, and park standards. The incumbent provides leadership, expertise, direction and oversight to the planning, construction, and maintenance of park facilities. They are responsible for assuring that the health and safety of staff and visitors is protected through all actions of the Division and by strict compliance with OSHA, Safe drinking Water standards, and State and Federal regulations. Serves as Contracting Officer's Representative for contracts involving professional architectural and engineering design services, new construction and maintenance, and facility development projects. Provides technical input and oversight to both in-house and contracted work activities. Ensures compliance with standards, environmental, OSHA, U.S.P.H.S., EPA, State, and Local requirements and natural and cultural preservation laws, policies, and guidelines. Complex projects require the coordination of planning, design, compliance multiple contracts and work crews. These complexities include: - Cultural resources; Section 106 compliance, archeological resources, national register properties and cultural landscapes. - Natural resources: NEPA compliance wetlands mitigation, wilderness areas threatened and endangered species. - Contract Administration; Major Acquisition Buying Office (MABO), NEKOTA, Harpers Ferry Center, working with Regional staff and A&E firms. Supervision: The Chief provides the full range of supervision to the Division's human resources through subordinate supervisors. The incumbent trains, evaluates, and counsels Division employees, makes decisions concerning recruitment, leave, tours of duty, and premium pay; reviews evaluations made by subordinate supervisors; insures fair and unprejudiced employment practices in the recruitment and selection of candidates for appointment within the Division. Is responsible for actively supporting the Equal Opportunity Program and labor relations. Provides direction, supervision, and oversees fleet and contract services for custodial maintenance, solid and hazardous waste disposal, and sanitation activities. Planning: Develops long range facilities planning documents, with associated funding requests, multiple fund source budget responsibilities, compliance documents and project completion reports. Significantly contributes to Management Team decision on park direction through planning efforts contributing professional review and input. Incumbent develops long range (over 5 years) plans, identifies needs for park development and operation. Directs the development of information into the Project Management Information System (FMSS) including accurate database management for a large portfolio of assets, inventory database quality control, annual and comprehensive facility condition assessment inspections, work order processing, and ensures the current and accurate correlation between FMSS, PMIS, and several other facility-related databases. Area Information: Badlands National Park headquarters is located at Cedar Pass in the North Unit, approximately 75 miles east of Rapid City (population about 78,000), and 30 miles from the small communities of Wall, Kadoka, and Philip. Grocery shopping, a service station, several churches, K-8 school, and a post office are located in the small town of Interior (population 63), 2 miles from park headquarters. Shopping, medical and dental facilities, and schools K-12 are available in Wall, Kadoka, Philip, and Rapid City. Rapid City is a market, medical, and entertainment center for an area within a greater than 100 mile radius and therefore has amenities beyond what one might expect for a city of it's size. There may be housing available in Interior, Wall, Kadoka, or Philip. Rapid City has a vibrant housing market. Nearby are other National Parks, National Forests, and State Parks areas including Minuteman Missile Historic Site (managed in cooperation with Badlands National Park), Mount Rushmore National Memorial, Jewel Cave National Monument, Wind Cave National Park, Devils Tower National Monument, Black Hills National Forest, and Custer State Park. In addition to the park's South Unit, the Pine Ridge Indian Reservation includes other sites of historic and cultural significance, including Wounded Knee Massacre Site, Lakota Heritage Center at Oglala Lakota College, Pine Ridge Chamber of Commerce Visitor Center, Red Cloud School and Heritage Center, and sweeping landscapes. For those who are attracted to the high country of the Rockies, the Bighorn Mountains in north central Wyoming are about a 5 hour drive away, the mountains of southeast Wyoming about 6 hours away, and the Front Range of the Rockies in Colorado about an 8 hour drive.

Qualifications

All qualifications must be met by the closing date of this announcement-01/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: Supervision of a Building and Utilities Facility Operation, that also includes the following examples: Plan, schedule, assign direct work of subordinates. Plan, develop, and execute a complex maintenance program with annual and long-range planning. Operate asset management program with Facility Management Software to plan, document, and evaluate maintenance operations. Manage projects such as construction of buildings, installation of utilities, renovation of existing structures, or replacement of building components. Manage service and construction contracts as a Contracting Officer Representative. Develop project scopes of work, objectives, cost estimates and identify compliance requirements for maintenance projects. Develop a multi-year operation budget program with manpower needs, materials, and equipment needs, including work projects. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
