Duties

ADDITIONAL INFORMATION: The FM Comptroller Office (FMC) Business Process Compliance Division develops internal control risk assessments, designs and performs testing, reports results, and advises corrective actions against all agency business processes that produce, manage, and report financial information with a focus on NGA's functional lines of business (budget-to-report, procure-to-pay, hire-to-retire, and acquire-to-retire). The division also designs and performs risk assessments, testing, and reporting over all agency payment populations to determine and report NGA's susceptibility to significant improper payments.The incumbent will direct and manage a team of government and contractor accountants with performance of internal control risk assessment and testing over NGA's corporate business functions that produce, manage, and report financial data and information; engage FM and NGA component stakeholder senior leadership throughout each internal control assessment phase (planning, documenting, evaluating, and reporting) to ensure a completed inventory of validated business processes; business process internal control documentation; internal control testing with supporting documentation to evidence tested internal controls; accountability statements from process owners; and corrective action plans for identified material weaknesses or significant/control deficiencies. The incumbent will also manage design and execution of improper payments risk assessments per OMB Circular A-123 Appendix C (Requirements for Payment Integrity Improvement) and DoD requirements that will provide supported data and information to apprise courses of action on establishment of payment recapture audit programs to recover improper payments.The incumbent will also design and manage validation and verification testing of internal controls implemented to address audit findings.Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. To receive the incentive, selected candidates will be required to sign a service agreement to stay within the position at NGA for the agreed upon time. If the service agreement is terminated before its completion, the employee may be required to repay a pro rata share amount of the incentive to the government. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Knowledge of federal financial statement audit requirements to support and respond to auditor requests.2. Knowledge of government auditing and accounting standards (e.g., the US Standard General Ledger; Office of Management and Budget Circulars; the DoD Financial Management Regulation, and/or other applicable financial regulations) to devise and implement fiscally compliant financial management solutions.3. Demonstrated experience communicating accounting information (e.g., data, financial information, audit status, etc.) to various audiences.4. Demonstrated experience leading others by identifying priorities and overseeing complex tasks to achieve strategic goals within a given timeline.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or a related field that included, or was supplemented by, at least 24 semester hours of coursework in Accounting. The 24 semester hours may include up to 6 semester hours of credit in business law. -OR- B. Combination of Education and Experience: A minimum of 24 semester hours of coursework in any area listed in option A, or a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination, -PLUS- experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Utilization of government auditing standards, federal accounting standards, the US Standard General Ledger, Office of Management and Budget Circulars, the DoD Financial Management Regulation, and other applicable financial regulations to devise and implement fiscally compliant financial management solutions.2. Demonstrated understanding of federal financial statement audit requirements to support and respond to auditor requests.3. Knowledge of federal appropriations law, policies, regulations, principles, standards, and procedures related to federal financial management operations.4. Licenses and Certifications: Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner, Certified Government Financial Manager, Certified Defense Financial Manager.
