The FARA Unit is responsible for the administration and enforcement of the Foreign Agents Registration Act of 1938, as amended (22 U.S.C. § 611 et seq). The Unit also receives notifications pursuant to the notification statute for agents of foreign governments (18 U.S.C. §951) and other registration statutes (50 U.S.C. § 851), the Voorhis Act (18 U.S.C. § 2386), and the certification provisions of the Compact of Free Association and Section 105 (f) of Public Law 99-239.

The duties of this Case Management Specialist position include but are not limited to:
Assists in the development, administration, and coordination of the various records management systems within NSD and the Criminal Division (CRM), required to access to complete numerous duties that result in completed FARA registration accounts combining selected nomenclature and unique identifiers.
Accurately processes mandatory fees to ensure each payment is properly applied in the FARA database system to the specific, corresponding invoice to maintain accurate records.
Serves as a primary contact for the records management system corresponding to the Department's Office of Records Management Policy (ORMP), and provides input with respect to resolving problems, and enhancing the capabilities of the FARA records databases and the FARA overall records management and case tracking systems.
Performs data entry functions, including opening new registrations and updating existing registrations, cross-referencing matters and closing out those matters for existing registrants using scanning procedures to ensure registration filings are clearly and completely captured and uploaded to the system for posting to NSD's FARA website.
Monitors incoming requests from the public including referrals, complaints, FOIA requests, congressional inquiries, requests for advisory opinions and/or meetings with staff.
Analyzes legal actions reportable within the office; identifies and extracts all reportable factors to determine if such factors are candidates for information technology, and implements data entry where appropriate.
Researches and analyzes a wide variety of administrative problems or programs issues. Determines pertinent issues and collects relevant information from a wide variety of sources.
Prepares standardized letters for attorneys and analysts in the Unit to finalize, related to registrants, possible registrants, and the general public regarding registration under FARA or general information inquiries, as well as memoranda and notices to staff.
Receives requests for special computer-generated reports, analyzes and translates requests into systems' terminology, reviews report to ensure accuracy, quality control, and promptness of response.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.

Qualifications
To qualify for the position of Case Management Specialist at (GS-0301-11), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To qualify for the GS-0301-11 your resume MUST demonstrate the following specialized experience: one year of specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector maintaining electronic record case files, performing information searches, and reviewing records for quality control to maintain a database.

Successful completion of a Ph.D or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

A combination of Education and Experience.
