The Education Service at the Malcom Randall VA Medical Center is recruiting for a Program Support Assistant (OA). The incumbent provides a broad and comprehensive scope of supportive administrative and acquisition responsibilities for the Education Service, supporting the educational and training activities of the Service, and when needed will be able to serve as instructor for various courses and offerings to employees of the North Florida/South Georgia Veterans Health System (NF/SGVHS).

Duties

The Program Support Assistant (OA) provides a broad and comprehensive scope of supportive administrative and acquisition responsibilities for the Service. In addition, the incumbent will support the educational and training activities of the Service, and when needed will be able to serve as instructor for various courses and offerings to employees of the North Florida/South Georgia Veterans Health System (NF/SGVHS). Duties include but are not limited to: Conducts timekeeping for Employee Education and Training and backup Timekeeping for other services under ACOS/E. Serves as the primary fund control point clerk, Ordering Officer, and Contracting Officer Representative (COR) for Employee Education and Training. Serves as Information Manager (IM), handle all requests related to Electronic Permission Access System (ePAS), Personal Identification Verification (PIV), and VistA. Processes educational funding and authorized absence paperwork. Maintains inventories of equipment, supplies, materials, and records for office and training programs. Develops fact sheets, instructions, and email responses on educational policies and procedures. Serves as the Employee Incentive Scholarship Program (EISP) Coordinator. Supports the NF/SGVHS TMS Help Desk at the Administrator Level to assist with inquiries and record training. Supports educational and training activities of the Employee Education and Training Office; including course logistics, marketing training opportunities, preparing training guides, and assisting instructors during class. Compiles data and develops reports to identify training needs, evaluate training programs, and track information. Maintains education and conference room calendars. Work Schedule: Monday - Friday 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ADHOC telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Typing Requirement: This position has a typing requirement of 40 words per minute. You may qualify based on your experience as described below: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains time and attendance records and provides backup timekeeping for other services. Processes and tracks purchase orders for all Office activities; Maintains inventories of equipment, supplies, materials, and records for office and training programs. Coordinates and performs clerical duties, administrative assistance, and other work related to the acquisition, development, scheduling, and implementation of training programs, and the acquisition of resource materials. Uses various software programs such as Excel, Adobe, VISTA, Microsoft Word, Outlook, SharePoint, etc., to input and collect, compile and produce various reports and presentations. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment less than forty pounds particularly while teaching. No special physical demands are required to perform the work.
