The primary purpose of this position is to serve as a fully functional member of the Medical Logistics Director's senior staff in providing advice for management officials on a full range of administrative management functions supporting the readiness of medical materiel and medical logistics personnel for deployment.

Duties

Management Advisory Services actively participates in senior Medical Logistics staff meetings in providing authoritative advice and counsel on a wide range of administrative and operational medical logistics management support issues. Applies current and historical knowledge of issues pertaining to the development and submission of Directorate materiel and personnel readiness projects, meetings, symposium, reports and milestones to inform and facilitate the implementation and sustainment of organization readiness policies, programs, objectives, and plans. Management Analysis plans and conducts complex analytical studies of organizational elements and works to identify resource gaps, administrative support, and management effectiveness to complete projects supporting the submission and sustainment of medical logistics readiness programs. Study areas include a wide range of functions such as overtime cost, logistical support, automated applications for administrative functions, office and field space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution. Task Management interprets and applies various administrative program and regulatory guidance to complete suspense tasks, projects and reports. Creates directorate policy and procedures for various programs to include awards and recognition, active duty performance reports, decorations and tracking, strategic communications, travel and other emerging requirements from Higher Headquarters. Directs others regarding the preparation of various requests and communications, ensures adherence to policies and regulations. Office Services Management directs, advises, and trains employees engaged in providing, and utilizing, administrative support and office services for the organization's activities. The services involve supply and property management, mail and file services, travel, records and reports, equipment maintenance, vehicle management, and related services.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Practical knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of medical logistics administrative operations, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. 2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
