About the Position: Serves as Chief of the Emergency Management Program, directing the activities of Emergency Management and response Corps employees involved in emergency operations. Salary list is Rest of US, salary will vary based on location selected on. General Schedule (opm.gov) Duty location will be based on location selected during the application process-USACE Office locations. Monthly travel (TDY) and during emergency activated response to the Detroit Ops Divion will be required.

Duties

Supports fully, all Emergency Support Function (ESF) Planning and Response Teams (PRTs), and any other functional team, within LRD with inherent knowledge, skills, and abilities. Assess emergency situations to determine recommendations for course of action and resources to commit. During emergency operations, responsible for preparing, coordinating, and providing Situation Reports and developing and presenting Senior Executive level and other related briefings. Develop operational plans and procedures for District activities supporting Emergency Operations. Assess emergency situations to determine recommendations for course of action and resources to commit. Review and approve responder travel orders, vouchers and any disaster related billings, ensuring propriety and correctness for funds reaching into several million dollars. Acts as liaison for and with the District elements: coordinating, planning, and training as relate to emergency operations. Develop leadership through coaching, mentoring, rewarding, and providing guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Incumbent must submit a Financial Disclosure Statement OGE-450 upon entering employment.
  • This position requires applicant to complete some supervisory duties.
  • Incumbent will be required to remain readily accessible during potential emergency conditions to commence work quickly and to serve on 24 hour call.
  • This position requires a SECRET security clearance.
  • Required to obtain/maintain state motor vehicle operators license prior to appointment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Specialized Experience GS-13: One year of specialized experience which includes leading the development of plans or projects designed to improve the efficiency or productivity of an organizations' emergency management program; monitoring development of a budget or segments of a budget; administering emergency-related activities during periods of high stress and crisis situations; and utilizing software packages that include electronic mail, calendars, word processing, presentation documents, spreadsheets, and financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
