The VHA OEM (10NA1) is within the VHA, Office of the Deputy Under Secretary for Health for Operations and Management (10N). VHA OEM is a national program office with staff strategically located across the nation. The Office of Emergency Management is responsible for facilitating VHA's Emergency Management response and recovery efforts ensuring uninterrupted services to all Veterans.

Duties

Major duties include but are not limited to: Oversees the daily operation of the unit, ensures that VA, VHA, and OEM policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Give advice, counsel, and instruction to employees on both work and administrative matters; ensures the unit is assessing its strengths and weaknesses and provides leadership to the staff in exploring alternatives and determining what improvements could be made (e.g., in work methods, processes and procedures). Hear and resolve minor complaints from employees; refer group grievances and more serious unresolved complaints to a higher level supervisor or manager; and effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Prepare, submit, and defend budget and business case plans for regional staff to support the VHA OEM annual operating plan. Monitor expenditures and submit annual report. Maintain oversight and accountability of regional exercise budgeting utilizing appropriated funding. Review and make recommendations for Emergency Management Performance Improvement funding in support of VISN and VHA health facility Comprehensive Emergency Management Program improvement planning. Approve travel of subordinates and ensure compliance with all federal and VA/VHA regulations and policy. Carrie out and ensures compliance with all Equal Employment Opportunity (EEO) policies and program activities. Provide oversight of work that involves the coordination of emergency response and preparedness training, exercises, and assistance to Veterans Integrated Service Network (VISN)/VA Medical Center, VHA OEM Leadership and staff, VA Senior Leaders, and outside federal, state, tribal, territorial, and local partners. Meet and address customer and stakeholder requirements/needs that are supported by the unit; and has the flexibility to respond to new initiatives and evolving emergency preparedness and response expectations. Lead in the development of goals and objectives that integrate organization and overall program activities. Develop, research, interprets, analyze, implement, and apply a variety of guidelines that impact planning and day-to-day emergency management operations and the associated emergency management activities and functions (e.g., Homeland Security Presidential Directives, National Response Frameworks, National Incident Management System), and agency- specific guidelines and regulations. Provide leadership and ensures proper staffing and full continuity of operations in emergency and exercise situations. Implement workforce goals, coordinate personnel resources (includes periods of activation), and ensures team readiness to deploy (safety, physical capabilities, and attesting statement of family care plans in place for immediate and sustained deployment). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analytical studies frequently involve programs of policies that cut across a number of agencies and affect major segments of private industry (e.g., national and local emergency management programs, national emergency management policy), and collaborating with stakeholders and partners such as Federal, State, local, tribal, territorial, nongovernmental organizations, and private sector. Recommendations for the realignment of functional responsibilities between agencies or other equally significant changes in program direction or policy related to major regional and/or national issues such as occupant emergency planning, crisis management, continuity of operations and government, mission assurance, and resiliency activities. Provide flexible structure that enables disaster response managers and coordinators to operate in a unified and collaborative manner. Part of the leadership team that determines program goals and objectives, short and long term plans of the organization in achieving them. You will be rated on the following Competencies for this position: Managing Human Resources Leadership Emergency Management Communications Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
