The Safety and Mission Assurance (SMA) Institutional Division at Kennedy Space Center is seeking applicants for a Technical Assistant. You will serve as a special projects lead and also serve as integrator for all actions across the three branches in the Division. You will manage contract assessments and evaluations for institutional contracts, render decisions on complex safety and quality-related issues, and perform comprehensive reviews and analyses of SMA requirements across the Division.

Duties

Assist the Chief and Deputy Chief with institutional safety and mission assurance (SMA) program management responsibility and is primarily responsible for the integration of division actions for safety and mission assurance. Establish management policies and practices consistent with KSC, other Centers and NASA Headquarters instructions, and develops technical and administrative resources to support established functions. Assure optimum utilization of SMA resources supporting institutional safety and quality assurance activities and resolves highly complex problems and issues related to SMA requirements. Provide guidance and participate in advanced planning involving institutional safety and quality assurance programs, projects, activities, and institutional procurement quality assurance. Provide advice on safety and mission assurance problems, SMA requirements and plans for institutional contractor supplier assurance, institutional quality, and surveillance at KSC and institutional contractor/vendor sites across the country. Conduct studies, perform assessments, make safety and quality assurance requirements recommendations to management, and implement policy and plans necessary to develop an excellent SMA program for existing and future commercial launch partners. Assist the Chief and Deputy Chief in planning, preparing, tracking, and integrating Travel and Training budgets and workforce planning inputs for the division. Serve as the Division POC for requesting and integrating inputs for institutional fixed-price contracts. Integrates the Division award fee inputs for non-institutional contracts located within SMA that require safety and quality assurance inputs. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading a group or team involved with quality assurance, inspections, and process by utilizing problem resolution and negotiation to create solutions for a project or program; Advising and providing guidance to team members to ensure institutional safety project goals and requirements are met within scheduled timeframes; Interpreting or applying safety and occupational health concepts, principles, laws, regulations, and precedent decisions to aid in the resolution of safety and occupational health management problems.
