THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTOR GENERAL (TITLE 5), Position Description Number T5868000 and is part of the NC ANG, National Guard (ANG -145th AW/IG / Position No. 1062961)

Duties

As an INSPECTOR GENERAL, GS-1801-13, you will plans, directs, and manages the programs of the wing Inspector General office. As an independent Inspector General, operates under broad authority and is required to make a multitude of decisions and recommendations without influence from command. Acts as an independent extension of the wing commander, within all spheres of command responsibility and authority, and serves as their confidential representative. Directly manages and is responsible for all IG programs designed to assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Develops short- and long-term strategic plans, goals, and objectives for the wing and IG staff that integrate IG programs to comply with Command and higher headquarters objectives. Develops the criteria for evaluating the effectiveness of both IG programs and inspection areas. Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives. Serves as an independent Inspector General in management of the Air Force Complaints Resolution, IG Investigations, Fraud, Waste, and Abuse (FWA), and Whistleblower Reprisal program.?Manages, administers, plans, and executes the Inspection System and Commanders Inspection Program. Exercises supervisory personnel management responsibilities. Represents the Inspector General office and programs with a variety of wing and functional area organizations.

Requirements

  • Must attend the USAF Basic Inspectors Course (BIC) for UEI or CCIP (as appropriate) and the Inspector General training Course (IGTC) within 180 days of assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position

Qualifications

BASIC QUALIFICATION FACTORS -Skilled in collecting and analyzing data effectively, efficiently, and accurately; -Knowledgeable of applicable laws, directives, regulations, policies, and procedures; -Skilled interpersonal communications, empathy, and effective listening; -Ability to write English in reports and presentation formats; -Ability to organize thoughts, research materials, and manage case projects; and -Skilled in comprehending and interpreting directives and laws. SPECIALIZED EXPERIENCE: In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. Work experiences included plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Experienced in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation. Competence and experiences included managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs. Work experiences involved identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions. Experienced in developing and publishing measurements of effectiveness, improvements, and efficiencies. Experienced in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics. Experienced in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources. Experienced reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information. Experienced and competent in revising data collection methods or developing new approaches to analyze and evaluate data. Experienced in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion. Experienced in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General. Competent and skilled to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state. Experienced in making data-driven decisions for refining work methods and developing new techniques for resolution of issues. Experienced in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

Education

Air National Guard Officers: An undergraduate degree from an accredited college/university is mandatory. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
