Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Insider Threat and Counterintelligence Services Division, Counterintelligence Services Branch located in Washington, D.C. Duties

In this position you will serve as the Counterintelligence Services Branch Chief. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14 Step 10). Major duties include: Leading, directing and managing subordinate staff engaged in providing intelligence analysis, operational support, and program or project management of the CBP IE, while ensuring that subordinates understand and comply with constitutional, legal, departmental and agency policies and regulations. Implementing a strategic plan that establishes the future vision for the branch and identifying program priorities, goals, and objectives, as well as outlining the overall process to achieve them. Supporting CBP strategic and operational advantages in countering homeland security threats by identifying indicators and warnings related to counterintelligence and cyber activity. Ensuring subordinate's work products meet established expectations and standards of quality and providing detailed and comprehensive feedback. Building coalitions through active outreach and collaboration, cultivating relationships across the CBP Intelligence Enterprise (IE) and intelligence community, and pursuing new relationships with law enforcement agencies and international partners.

Qualifications

Experience: You qualify for the GS 14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing division level or branch level operations contributing to the production of strategic, operational, or tactical intelligence outcomes and products supporting agency Intelligence Enterprise (IE) missions. Managing division level or branch level intelligence programs and ensuring successful integration with agency and/or U.S. government processes and programs. Executing intelligence and operational assignments while providing guidance in terms of agency policies, missions, goals, and objectives. Leading the Intelligence Cycle processes and outputs relating to all source research methodologies, tradecraft standards, and report writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/22/2024. Current and former federal employees may be required to serve or complete a probationary period.
