Duties
Exercise administrative and technical supervision over assigned staff. Develops work plans, prioritizes workload, and makes assignments, considering difficulty and complexity of work and employee capabilities.
Set performance standards, appraises the performance and recommends performance-based awards for employees.
Plan and direct assigned functional operations. Provide guidance and render decisions on complex determinations unresolved by subordinates.
Monitor work to ensure subordinates are completing their tasks effectively and efficiently, following legal and regulatory guidance. Reviews work products for quality control.
Personally, handles the most difficult and responsible management advisory services.
Develop recruitment strategies to address specific resource or program needs.
Performs the full range of recruitment tasks authorized under Office of Personnel Management (OPM) Delegated Examining (DE) Certification.
Review or prepare new guidance, policy, or standard operating procedures to ensure all are complete and updated as
required.

Qualifications

Delegated Examining (Unit) certification is required. Please provide copy of DEU certificate.

For the GS-12: One (1) year of specialized experience equivalent to at least GS-11 as a human resources specialist in a civilian federal HR environment handling a variety of actions under Title 5. Specialized experience is further defined as: leading or training others in aspects of the functional area of a civilian Federal staffing and recruitment office, such as merit and DEU vacancy announcements, job analysis, position management, staffing advisories, pay setting, productivity, or audits.
There is no substitution of education for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Regular and recurring work is performed sitting at a desk except for occasional visits to field office operations, job fairs, meetings, and conferences. Walking and standing for short periods of time are required. Travel by commercial conveyances will be required of this position.
Work Environment: Work is normally performed in an office setting with adequate lighting, heating, cooling, and air ventilation.
