Duties
Provide policy guidance and advice to senior leadership, program managers, other management officials and supervisors.
Study and analyze employee relation program laws and regulations.
Gather and evaluate case facts, develop recommendations for and assure the implementation of appropriate corrective action.
Investigate and/or coordinate with outside investigation vendors allegations of misconduct, harassment, etc., by bureau employees.
Prepare official correspondence addressed to appropriate authority in connection with complaints of misconduct against personnel.
Explore probable causes, contributing factors, and possible courses of action to resolve problems and better relationships
Assist managers on complex and controversial cases with multiple issues and requiring avenues of redress, with limited or conflicting factual information, requiring judgement in interpreting ambiguous case law.
Provide counseling to employees on complaints or inquiries not referred by employee to supervisor; refers employee to appropriate organization or obtains information for the employee
May participate or conduct investigations.
Requirements

Qualifications

For the GS-12: One (1) year of specialized experience equivalent to at least GS-11 Specialized experience is further defined as Developing recommendations and providing consultation services on sensitive Federal civilian employee relations matters and technical advice and guidance to supervisors and managers on complex Federal employee relations matters, such as disciplinary actions including short suspensions and reprimands, reasonable accommodations and performance issues; experience interpreting and applying 5 CFR 752 and 5 CFR 432; and development of Federal ER related correspondence, communications, and memorandums legal review/concurrence.
There is no substitution of education for experience at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work performed is sedentary in nature. Work may require walking in offices and similar areas for meetings and to conduct HR work. Occasional travel may be required. The work does not require any special physical effort.
Work Environment: Offices and meeting spaces are adequately lighted, heated, and ventilated. The Specialist experiences everyday risks or discomforts requiring normal safety precautions.
