About the Position: Training and Career Program development are major goals for DHA and this team within the Center of Excellence (CoE) will support those goals, both for planning and administrative support as well as assessing training needs and facilitating training for Individual Development Plans (IDPs), HR for Supervisors/Managers and AD HOC trainings as needed. Participate in developing training materials for the DHA Enterprise and the Career Programs.

Duties

Determines training needs and products to facilitate the Network and and Workforce Development (WFD) CoE training vision, in consultation with management officials. Makes recommendations which typically include revision or discontinuance of program elements, and revision or development of new operating policies and procedures, assuring proper consideration of customers, offices and facilities affected. Conducts studies to evaluate customer human resource operations, investigate operating deficiencies and/or to revise traditional civilian personnel policies and practices to accommodate changes needed in the customer environment. Facilitates an effective training delivery system and methodology to serve the diversified HR needs of the customer facilities. Administer effective training methodologies to meet developmental needs of the organization, through a variety of training platforms. Reviews existing laws, regulations, procedures, statistical data, and other facts surrounding the subject or tasks under study. Uses qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of HR training. Identifies training solutions that fit training needs to be administered, either onsite or through the Network based on research and analysis. Stays abreast of and applies the latest procedures, technology, and trends in learning methodology. Conduct briefings, prepares reports, memoranda, charts, marketing materials, and statistical graphs for HR programs. Proficient in a variety of hardware and software technologies for Human Resource Development programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
